List to SQL IN

Quotes inside values are doubled, so O'Brien becomes 'O''Brien' and the SQL stays valid. Auto quoting leaves numbers bare, but quotes everything if any value is text or has leading zeros, like 007. Oracle allows at most 1000 values in one IN list (ORA-01795). Groups are joined with OR, or with AND for NOT IN.
